On November 6, 2026, Antropol posted an article by H.E. Mme. Ambassador Jiang Xiaoyan entitled "Advancing China’s Governance Through the Self-Governance of the Communist Party of China" on the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China. The full text is as follows:

Since assuming my post in North Macedonia a year ago, I have visited nearly 30 municipalities and facilitated exchanges for over 200 representatives from all sectors of society to participate in various training programs in China. From Skopje, the City of Culture, and Bitola, the City of Consuls, to the southwestern town of Vevčani and the eastern border municipality of Pehčevo, local friends have described their visits to China as “an eye-opening journey”, “a paradigm shift”, and “a glimpse into the world of the future”. During our conversations, they often ask the same fundamental question: What force has transformed China, enabling it to achieve the twin miracles of rapid economic development and long-term social stability?
The answer can be summed up in one sentence: to govern China well, the key lies in the Communist Party of China, and specifically in exercising full and rigorous self-governance over the Party. Just last week, the Fifth Plenary Session of the 20th CPC Central Committee was convened, focusing precisely on the sustained advancement of this self-governance. Held at a crucial juncture—marking the 105th anniversary of the CPC's founding and a critical phase in the great rejuvenation of the Chinese nation—this landmark session offers a valuable window for our friends in North Macedonia to understand the "governance of the CPC", and by extension, "China's governance".
The Plenary Session adopted the Resolution of the Central Committee of the Communist Party of China on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance. This document sets out the guiding principles and strategic blueprint for this vital work, drawing wide international attention. Over the past century, the CPC has grown from just over 50 members at its founding into the world’s largest ruling party, boasting more than 100 million members and over 5.4 million primary-level organizations. It has continually grown by confronting contradictions head-on and responding to risks and challenges. The key secret enabling this century-old Party to break free from the historical cycle of rise and decline, and to maintain its enduring vitality, is its unwavering commitment to strict self-supervision—upholding truth, correcting mistakes, and pursuing self-purification, self-improvement, self-reform, and self-renewal.
First, we uphold ideological building and strengthen the Party through theory. Ideas guide action, and theory charts the course for practice. Without a shared ideological consensus and a clear direction, a political party risks fragmentation and stagnation. In the new era, the CPC continues to arm its members with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, ensuring the entire Party remains united and marches forward in unison. Guided by the people-centered development philosophy, over 3 million CPC members were dispatched to the frontlines of rural areas. After eight years of relentless effort, nearly 100 million people were lifted out of absolute poverty. China achieved the poverty-reduction target of the UN 2030 Agenda for Sustainable Development ten years ahead of schedule—a miracle in the history of global poverty alleviation. On this new journey, the CPC is building itself into a learning party, adhering to the "Two Combinations" (integrating the basic tenets of Marxism with China’s specific realities and with its fine traditional culture), equipping its members with innovative theories, and injecting powerful spiritual momentum into advancing Chinese modernization.
Second, we strengthen the Party through institutions and rules. An ancient Chinese saying goes, "Small wisdom manages affairs; great wisdom builds systems." The CPC integrates institutional development into every aspect of self-governance, relying on robust systems to regulate power, manage affairs, and oversee personnel. Everyone is equal before the rules, and power is firmly confined within the "cage of regulations". By the end of last year, China had established 3,372 effective intra-Party regulations. This forms a comprehensive system rooted in the Party Constitution, covering political, ideological, organizational, conduct, and disciplinary building. The Party and state oversight systems are continuously refined to enhance enforcement and the binding force of these rules, ensuring that regulations act as a "high-voltage line" that no one dares to touch. Ultimately, all individuals and all endeavors operate strictly within the bounds of discipline and law.
Third, we uphold self-reform and unwavering strict governance. Corruption is a chronic ailment and a shared global challenge. The CPC maintains a zero-tolerance approach, deepening efforts to improve conduct, and enhancing coordinated efforts to prevent corruption by rooting out audacity, opportunity, and desire. We are enhancing coordinated efforts to deter corruption, restrict the opportunity for corruption, and eliminate the desire for corruption. Party discipline is stricter than state law and is enforced proactively; CPC membership is not merely an honor, but a commitment to stricter constraints. President Xi Jinping has stressed that full and rigorous self-governance must be pursued with higher standards and more solid measures, sending a clear signal that the screws of discipline will only tighten over time. Since 2012, disciplinary and supervisory organs nationwide have opened over 8.1 million cases and punished more than 7.9 million individuals, including 963 senior cadres managed directly by the Central Committee. Few anti-corruption campaigns in the world match this scale and intensity. It demonstrates the Party's firm resolve to "turn the blade inward", delivering remarkable results and winning widespread popular support. Long-running polls by the Harvard Kennedy School consistently show that public satisfaction with the Party and the government in China exceeds 90 percent.
In conclusion, development is the master key to solving all problems, and popular support is the greatest political asset. As core actors in state governance, political parties bear the mission of delivering national development and responding to the people’s aspirations. The theories and practices of the CPC in governing and strengthening itself offer useful insights for political parties worldwide seeking to enhance their leadership, influence, and appeal. Looking ahead, China stands ready to deepen exchanges with local political parties and organizations. We look forward to sharing experiences in party and state governance, advancing together along the path of modernization, and striding forward hand-in-hand toward the building of a global community with a shared future.
