On April 3, 2023, State Councilor and Foreign Minister Qin Gang met with Director General of the International Organization for Migration (IOM) António Vitorino in Beijing.

Qin Gang spoke positively of Vitorino's work since he took office as IOM Director General, saying that China and the IOM have continuously deepened and substantiated their cooperation. At present, it's imperative to improve global migration governance. The international community should protect the legitimate rights and interests of migrants, uphold the vision of a human community with a shared future, view migrants with a more open, inclusive and fair attitude, and oppose inciting racial discrimination and hatred. The international community should stick to multilateral cooperation, step up dialogue and consultation, support the IOM in playing a leading role in global migration governance, and implement the Global Compact for Migration to promote safe, orderly and regular migration. Comprehensive measures are needed to address both the symptoms and root causes. China appreciates the IOM's support for the Belt and Road Initiative and the Global Development Initiative (GDI), and welcomes IOM's active participation in the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI) to jointly make greater contributions to the cause of global migration.

Qin Gang pointed out that China is ready to work with the IOM to actively explore practical cooperation in such fields as migration management and promoting orderly migration, to advance the sustainable development of the world.

Vitorino applauded China's positive role in global migration governance, and said that the IOM opposes racial discrimination, upholds multilateralism, and supports the GDI, the GSI and the GCI proposed by China. The IOM is ready to step up cooperation with China to implement the Global Compact for Migration, advance South-South cooperation, and make joint efforts to achieve the UN sustainable development goals.
